The Comarca is roughly equivalent to a county and is made up of a number of municipalities. It has some specific powers and its own Administration. The gerente comarcal, or county supervisor, is the key figure in this type of administration.
Both the division of territory intro counties and the figure of the county supervisor are ideas that are so new in Spain that they really require more study before being put into practice.
This paper aims to analyze the figure of the county supervisor, particularly what he ought to do, both under the terms of the law and as required in order to effectively manage those services which should be provided by the county administration.
The paper concludes with some recommendations designed to enhance the role of the supervisor so that county administration can be more effective and efficient.
