Intereses principales de investigación
I am an Associate Professor of International Public Law, International Human Rights Law, Transitional Justice and Conflict Analysis and the Director of the Official Master in Advanced Studies in International Affairs (MASIA) at Blanquerna School of Communication and International Relations-Ramon Llull University. I am also Associated Expert, Dealing with the Past, Swisspeace and Co-chair of the Steering Committee of the Standing Group on Human Rights and Transitional Justice at the European Consortium for Political Research.
One of the most important and differentiating aspects of my scientific career in the field of peacebuilding and transitional justice has been to link my academic research with the promotion of policies through the preparation of reports for the United Nations. At the same time, I have developed my research on the basis of my field experience working on transitional justice in Nepal, between 2008 and 2012. Below I deploy three aspects I consider important: my academic research, my work as a consultant for the United Nations and my experience working in the field.
My academic research centers around the field of peacebuilding and transitional justice and particularly on the impact of truth commissions; on the contribution of transitional justice to conflict prevention; and, on the implementation of the framework of transitional justice in the study of the legacy of violations committed during the colonial past. My post-doctoral research stay at the Center for Human rights and Global Justice, New York University School of Law, from January 2018 to March 2019, has been a remarkable achievement in my scientific career. In addition, I have worked as a non-residential visiting researcher at the Institute of Peace and Unification Studies (Seoul National University) where I undertook research on the transitional justice discourse in the Korean Peninsula. Two achievements demonstrate objectively my advancements in academic research. First, since 2022, I am an Associated Expert, at Swisspeace Dealing with the Past programe. Second, in October 2022, I was invited to participate in the conference “Memory Politics in Europe and Canada”, at the University of Victoria, British Columbia, Canada, where I presented my work within the panel “An emerging European Memory Culture? Europe between transnational memory and addressing its colonial legacy”. As a result, I have been invited to participate in the project “Collective Memory as the 'Lifebelt' for Democracy? Historical narratives and democracy from a comparative transatlantic perspective” as part of a Partnership Development Grant submitted to the Social Sciences and Humanities Research Council of Canada (SSHRC-PDG).
As part of my work as a consultant for the United Nations, I have collaborated in the writing of the following reports: On hate speech and the role of education to counter it, I contributed as a member of the global advisory board to the 2023 UNESCO guide for policy makers “Addressing Hate Speech Through Education” (my contribution appears recognized in pg. 8 of the report). Also on Education, I have researched and drafted the 2019 United Nations Secretary-General's report on genocide prevention which looks at education and prevention of atrocity crimes (A/HRC/41/24). The report was presented to the Human Rights Council on 1 July 2019 (A certificate of the United Nations Human Resources has been attached). The report highlights the importance of acknowledging atrocity crimes in which State officials were involved and to include education on past violations in school curricula. On the importance of States dealing with violations committed under colonial rule, I have assisted the United Nations Special Rapporteur on the promotion of truth, justice, reparations and guarantees of non-recurrence on the thematic report on the application of the transitional justice framework to address a legacy of violations committed in colonial contexts (a thank you note appears in pg. 125 of the publication “Contemporary Perspectives on Transitional Justice Issues”. Also with the United Nations Special Rapporteur on the promotion of truth, justice, reparations and guarantees of non-recurrence I have collaborated in the follow-up reports of the visits to Uruguay, Spain (doc. A/HRC/48/60/Add.1) and Sri Lanka, (doc. A/HRC/48/60/Add.2), where I evaluated the degree of implementation of the recommendations issued by the Special Rapporteur in relation to the transitional justice processes in these countries (these reports were presented to the Human Rights Council in the 48th session of September 2021). Finally, I also collaborated in the "Joint study on the contribution of transitional justice to the prevention of serious violations and abuses of human rights and serious violations of international humanitarian law", presented to the Human Rights Council at the 37th session in June 2018 (doc. A /HRC/37/65). While some of these reports may not include my authorship, the contracts specify the completion of these reports as outputs. On the importance of civil society participation in the implementation of public policies, I have undertaken the “Evaluation of the Catalan Council for the Promotion of Peace” as a consultative and participatory body for civil society in the activities of the Generalitat de Catalunya. Finally, I would like to highlight my four-year experience working as a human rights officer in Nepal, including two years with the United Nations High Commissioner for Human Rights. With the OHCHR, I was in charge of preparing the strategy for the establishment of a Truth Commission and a Commission on Enforced Disappearances. As a result of this field experience, I wrote the research paper "The transitional justice process in Nepal: the state of the art and questions and scenarios for the future" to obtain the Diploma of Advanced Studies in the Gutiérrez Mellado Institute (UNED) under the direction of Professor Rafael Grasa. To continue linking research with field experience, I wrote my doctoral thesis "How truth commissions promote accountability: An evaluation of impact of the commissions established in Nepal and Sri Lanka" also under the direction of Professor Dr. Rafael Grasa. |
