Abstract
The Law 27/2011, of August 1, ordered the Government to rule on the mechanisms to include university students doing internships in the Social Security System. The Government published, between October and November of 2011, two Royal Decrees that developed this issue in particular, although they apparently foresee opposite regimes (the first one opted to include them within the General Social Security System, while the second one excluded them). In this short article we have tried to provide an interpretation according to the legislator's will and the objective of the Law 27/2011, delimiting each rule's scope and, therefore, allowing what is provided in a Law to have priority over the content of any other kind of rule.
