Abstract

Effective staff management is an issue that increasingly concerns politicians and public sector managers. This explains why there is a growing demand for new ideas, strategies, methodologies, and tools. Yet despite all the legal changes, organizational restructuring, and technological modernization changes made over the years, solutions appear as elusive as ever. What is needed is a radical change in the way people think and hence the way they behave. Achieving such a change poses one of the main challenges for public management. Unfortunately, such a transformation faces considerable obstacles and psychological resistance. The book is aimed mainly at public sector managers. However, the work is also suitable for politicians, trade unionists, consultants, students, and all those interested in governance and public management issues. After discussing recent trends in staff management, the work tackles the special features of public employment and presents a management model designed for the public sector. The volume also makes a comparative analysis of reforming trends in the management of public sector human resources in OECD countries, paying special attention to the development of professional management function. The work concludes by broaching likely future trends and challenges. The author's frequent contacts with governments and public bodies in both Spain and South America over the last ten years should prove invaluable to Latin American readers seeking ways of improving public management in their own countries.
