Abstract
The increase of dialogues with NGOs and social interlocutors, and the better coordination between the three administrations is of vital importance for a positive adaptation between regulation and real intervention when it comes to attend the needs that increase with the current economic crisis. However, there is a need to improve in evaluation procedures by means of joint indicators about the impact of these initiatives and in the increase of civic participation in them.
