Resum
This post comments ACER's (European Union Agency for the Cooperation of Energy Regulators) Preliminary Assessment of Europe's high energy prices and the current wholesale electricity market design, published in November 2021.
After summarising the key ideas on the ACER's report that support the "Pay-as-clear" market design, the author disputes them considering the facts on the ground in Spain. Particularly, analyses the effects of the questioned methodology on cross-border energy trade, investments in infra-marginal technologies and business models to help smooth volatility. The conclusion is that, for different reasons, the price signals produced head nowhere.
