Resum
Most public sector innovations tend to be in governance and services, and therefore to be more ambiguous than innovations, for instance, in new product development; moreover, there’s a lot written about new forms of governance, but these issues are not generally discussed from an innovation perspective (Hartley, 2005). In this context, we look at the evolution of metropolitan governance in Milan through a framework that builds on the innovation literature so as to highlight the degree of innovativeness of a number of recent developments.
