Resum
This paper analyzes the policy designed by Spain's Ministry of Justice, introducing the position of "provincial manager" in an attempt to improve the efficiency and effectiveness of the administration of justice. The analysis deals basically with those points in which the application of this policy promises to be particularly complex and might even lead to its failure. Some possible solutions to this are presented. The paper concludes with the observation that a good policy must not only be well designed but that the skills and qualities necessary to manage the change involved also be developed.
