La actividad de "policia" de la Administración en el cambio de siglo y el "Síndic de Greuges" de Cataluña

Resum

Starting with the classification of the Administration' activities, the contribution focuses on the activity of police and their historical evolution. Then examines the relationship between the administrative police on one hand and the Síndic de Greuges de Catalunya (Ombudsman) of another. To do so, will refine the concept of police that has evolved over time. The historic route begins with the "Las Cartas sobre la Policía " Letters on the police written by don Valentin de Foronda between 1793 and 1800, with particular reference to the V of these. Following this, the contribution addresses the situation at the end of the 20th century, whereas the implications that involve these topics: video surveillance, automated processing of data of personal character, noise pollution, use of personal watercraft, prevention and investigation of crimes. This analysis assesses the considerations made by the Síndic de Greuges and other ombudsmen, as Valedor do Pobo, both based on International and internal law, and the principles of good management of an organization, to conclude with some general considerations.
