Resum
This closing chapter of the book aims to reconsider strategic management in the face of old problems and new challenges in public management. To this end, it groups the different challenges of public management into three challenges: (1) the changing public governance paradigms, (2) aligning elements of strategic activities, (3) achieving ways for managing “agile stability”, i.e., a balance between dynamics and stability. The first category focuses on the “public” part of strategic public management. The second part focuses on “strategy” in strategic public management. The third part focuses on “management” in strategic public management. The chapter shares recent proposals to address these challenges in three groups of tools: (1) quadruple helix and eco-systems, (2) a mission-oriented approach, (3) a citizen-centric approach focusing on design-thinking and labs. It ends with a concluding conceptual proposal: strategizing collaborative governance as an outcome-based approach that includes not only social transformation, but also organizational transformation.
