Resum

Health crisis caused by COVID-19 has changed the prospects for the telework’s development in Public Administration. Telework has gone from being a figure whose evolution was stagnant, to presenting as the work organisation model of the future. In this sense, the declaration of the state of alarm on 17 March 2020 has become the turning point in its evolution: during its validity, public employees have provided their services through this modality, in all cases where the nature of the activity allowed it; and once the state of alarm ended, this practice has continued because of the serious epidemiological situation. The (compulsory) increase in the use of this figure has led to its regulation to avoid legal uncertainty for public employees. However, this normative text is imprecise in some of the terms, and too flexible on the obligations assumed by Public Administration.
