This communication describes the causes of energy (or fuel) poverty, discusses the references to it in the common rules for the EU internal electricity and gas markets, as well as the possibilities offered to deal with it through the regulation of markets, in particular establishing public service obligations. Then, after considering the responses of the Spanish lawmaker and of other States members proposes a set of conclusions.
