Resum

In response to external pressures the Spanish City Halls have been experiencing since the late 1980's and the beginning of the 1990's, some of the local administrations have become references of success among other Cityu Halls. How was continuous process improvement approached in such successful Spanish City Halls? A set of practical recommendations are presented here.
