Resum
In view of the turn taken by recent events in Spain and the world, it does not appear that we are willing to read the causes and ignored lessons of this crisis. All signs indicate that the measures announced two years ago to reform certain institutions are either not progressing at all, or doing so at a very slow pace. At the moment, the data looming on the horizon are pointing in the opposite direction. The imbalance between markets and society is tipping further towards the former, as shown in the debates about budget cuts and the measures taken by most countries. Markets are increasingly taking centre stage in society, in such a way that they are being spoken about and accepted with great normality as the replacement for institutions when it comes to steering economic policy. The balance between competition and cooperation does not seem to be recovering and the example set by the way in which the EU has been functioning over these past months makes it even clearer. Many of the decisions adopted, far from reducing risks, have continued to support the illusion of outsourcing risk to third parties.
