abstract = "We describe the experience of a sample of US state child welfare organizations that are implementing, or deciding to transition, to a new model of information system, now explicitly recommended by the Department of Health and Human Services of the US Federal Government. The new Comprehensive Child Welfare Information System was intended to replace an older problematic model of information management and draws inspiration from enterprise-level data intensive thinking. It promises to enable states to design systems that meet federal reporting requirements and improve case-related and policy decision making.",
